XAVIER PCIE Output REF_CLK gated

The PCIe Ref_clk output on Xavier is gated.

It turns on the ref_clk for a short time and then if no external PCIE devices are there it turn the clock off.

Is there some way to disable the gating in the BSP perhaps in tegra-pcie.c, so that it is ALWAYS outputting the PCIe ref_clk even if there is no devices detected?
