How to Configure PCie EndPoint Mode with PCie C4 on AGX Xavier

Custom carrier board is being built.

AGX Xavier is trying to configure PCie EndPoint mode using PCie C4.

C0 is an M2 SSD, C5 is used as PCIe to Ethernet

I wonder if it is possible to configure C4 alone with the following configuration.
