Enabling PCIE C9 Port in Jetson Orin NX L4T 35.2.1

We are working on Jetson Orin NX based custom board.

We want to enable following PCIE Port. (C7 x1 / C9 x1)

So, we added dtb definition as below.

After applied changes to the Board, it worked fine for C7.
