Keeping REFCLK signal alive from an otherwise idle PCIe port

We’re working on a custom carrier board for Orin NX, where it would be handy if one PCIe device (e.g. an ethernet controller) could use REFCLK signal from another PCIe port that doesn’t have anything connected to it.
